OOC SIM RULES        

WHAT YOU CAN EXPECT OF CITY OF LARA

* Good roleplay:  We welcome citizens and slaves at all skill levels in Lara.  Our citizens are Gorean IC, and friendly and warm OOC.  We are generally knowledgeable about Gorean life, and we rp domestic life as well as any city in gay Gor.  We are also not afraid of a fight; so if you enjoy combat, we offer those opportunities, either here or in defense of our allies.

* Relative lack of drama:  Drama is impossible to avoid in any roleplay community, regardless of size; but on Lara, we make a conscious effort to diffuse OOC drama as it comes up by good communication and reaching out to one another when there is a problem.  We make every effort to keep our drama IC, where it belongs.

*Opportunity:  Lara is a small city relative to others, so there are plenty of opportunities for caste advancement and leadership roles that are not available on bigger sims.  Come stretch your wings with us, and create your stories here.

*Gorean city:  Lara is one of the few remaining gay groups that is an authentically Gorean city, with the three pillars of Gor: Caste, Slavery, and Home Stone, present in a beautiful setting, filled with the raw materials needed for true Gorean roleplay.  In this time, when everyone seems to want to be an outlaw, which is less work than creating a city, you might find it fun to discover what a real city is like.

WHAT LARA EXPECTS OF YOU

*Consistency:  The rp community that Lara is needs its citizens to be consistent.  The unexplained absence of a Free of any caste can cause an immediate breakdown in the roleplay, because the citizen required to perform a given RP function is not there.  We know that you all have Real Life, and that some of you have alts you like to play in and out of Gor.  We support that.  All we ask is that you tell us what your general level of involvement will be, and that you honor it, or let someone know if you can't, so we can cover your function.

*Authenticity:  Please take the time to do some research on your caste, or on the roles and responsibilities of slaves, if that is the role you are seeking.  None of us is perfect here, and none of us knows everything there is to know about the books; and none of us would dream of stepping on your roleplay.  But the more believable and authentic you are, the better the roleplay will go.  It may also help to inquire from someone already playing within the caste who is knowledgeable about the roles within the caste.

*Interaction:  We understand that you all enjoy furring your slaves, and cuddling with your Masters, but when a Gorean family implodes on itself and isolates, stays in its house and does not interact with the other residents, the quality of the roleplay of the whole city declines.  Therefore, we ask you to interact with the other residents for awhile during each of your visits. It is during interaction with the other residents that stories and roleplay plot lines are devised and played out. Don't deprive yourself, or us, of that adventure, or of the advantage of your creativity.

*Communication IC:  Use the Lara Group Notices as a public board to communicate roleplay developments.  In Gor, all the news of a city was posted on the public board, and all residents of Lara have the ability to post in Lara Isle group.  Share the stories you create with the other residents who are not around to witness them.  You may also contribute to the newspaper in Lara, the Lara Gazette.

*Communication OOC:  Let us know when a RL situation comes up that will prevent your participation for a given period of time, so that we can cover your function.  We can always make arrangements to cover for you, and will be as patient as we need to be when you need to be away, if you tell us that you will be gone and for how long.  What we will not tolerate is a disappearance, in which a player is gone for weeks, with no word or notice, and with his/her prims left down.  We will return your prim and kick you from the groups.  When and if you choose to return, it will be in a capacity with less responsibility than you might have enjoyed previously.

*Fair play and OOC respect:  Gor is harsh IC.  But as players, you must have an attitude of general respect and tolerance for all.  We understand that you might not like all the things that happen to you and others IC, and that you might not be crazy about all of the players behind the avatars.  But you will treat everyone OOC with general respect.  Remember folks, this is fiction. Let's keep our IC and OOC boundaries clear and clean.

Sound like too much work?  Well, then maybe Lara is not for you.  But if you want to have fun, good roleplay, and create good Gorean stories in a community setting, then fill out the rest of the application and join us!  You may find that you have a blast living the Gorean life.

Magistrate / Head of Caste, Armand deFleur

   

Lara is an immersive role play sim which is LGBTQ inclusive and heterosexual friendly.  It is a BTB city based on the Gor novels of John Norman, involving all aspects of the 38 books, including slavery, work, games, trade, competition, training, dance, sex, diplomacy, and much more.  A zCS meter must be worn at all times in combat or rp mode if you are active.  This sim is a part of the Second Life community, and therefore subject to the TOS of SL and Linden Labs.

The rules and laws of Lara apply to the city proper as well as the residential and farm areas.

ADULT CONTENT - This is an adult rated sim.   By entering you are confirming that you are at least 18 years of age and/or of legal age to be in adult settings and situations in your state, country, province, according to Linden Labs guidelines.  Role-play scenarios involving nudity, sex, rape, violence, abuse, domination, capture, combat, kidnapping and many other acts that some people might find objectionable are common on this sim.  Sim limits will prevail - don't enter if you don't agree to it.

AVATARS: Gorean clothing MUST be worn within the proper city and residential areas.  Human avatars must be adult looking; no avatars that look under eighteen years of age, are super short, etc... The minimum height requirement is 5'6".  Human avatars which are deemed to look underage will be asked to comply with the requirements for adult avatars.  Gorean animal avatars are permitted.  Kurii avatars are permitted.  No non-Gorean animal avatars, furries or nekos, or other non-Gorean creature avatars allowed.  No shape shifting; if you come to the sim as a human you must wait at least one hour before returning as an animal, or vice versa.  If your avatar is less than 30 days old, you must contact the Administrator or Ubar or Moderator to get approval to Roleplay here.

METERS: Everyone teleporting down to the dock MUST wear a valid and up-to-date version of the zCS Meter, available at the Landing Point.  If you are new to Gor and/or just wishing to observe the role-play then please wear an observers tag.  Absolutely NO OOC without permission from the sim Mod/Admin/Ubar outside of moderation situations, or during OOC events sanctioned by the city.  If you are not wearing a valid meter then you will be warned first, then ejected if you fail to rectify the situation.  

RESIDENTS:  In order to become a resident of Lara, you must complete an application and interview with administrative staff.  Applications are available at the landing point.

VISITORS:  Visitors In character are always welcome and will be treated with respect, served and shown the city.  They may stay OOC (No role play participation) or participate in role play, indicated by the zCS meter status.  Observers are welcome but will not be allowed to participate or interfere with role play..  We request that Observers either wear the zCS meter in OOC mode or the Observer tag below.  Questions may be asked of the citizens in private messages.

SLAVES:  Lara rules require slaves to kneel in the presence of at least one free person.  You will encounter naked slaves. Nudity in Gorean culture is not considered to be explicitly sexual.  In gatherings, frees are served hierarchically according to caste, rank and gender, one person at a time, starting with the administrator as the highest authority in the city..  Please ensure that you read the Slave Laws.

RECRUITMENT:  Lara is happy to welcome any persons wishing to role play with us.  Please speak with the Ubar or an administrator about your character and background.   You can contact administrators through their portraits at the entry gate.  Open Positions are listed at the landing point.

OUT-OF-CHARACTER (OOC):  OOC abuse, drama, name calling, coercion, or other forms of OOC aggression will not be tolerated either in local chat or IM.  Any excessively disruptive and/or harassing behavior will not be tolerated.  Hate speech of any sort will not be tolerated.  Any such behavior will be subject to ejection and/or banning from the sim.  If warranted, you will be reported to Linden Labs.

ROLEPLAY (RP):  All roleplay on the sim is consensual. You have the right to refuse any roleplay which is outside of your comfort zone (Fade to black).  This is an adult sim with adult themes and many have limits that must be respected.  In your profile Picks section, you can also add roleplay limits which should also be respected.  However, if a roleplay is offensive to you, you can leave the roleplay and allow the others to continue.  Roleplay does not always go the way we would like, please engage in good sportsmanship. You must treat the other players with respect, whether you agree with them or not.  Please keep whining, complaining, and nitpicking to a minimum.

Any issue not covered by the rules will be resolved at the discretion of an estate manager, moderator or administrative team.

Slaves can assist in defense of the City once the walls have been breached.  Slaves are not permitted to attack the City of Lara.

NPC GUARDS/CHARACTERS:  NPC Guards, and Characters are permitted, they can be spoken about and used to add depth to a scene.  They cannot engage in combat, or be deemed to effect the outcome of any combat.  In other words; a Free Woman traveling with an NPC guard has no more protection in the real sense than one traveling without one.

WEAPONS:  Use Gorean weapons . If you're uncertain your weapon is a valid weapon for the sim, contact the Administrator or Ubar or a Moderator before wearing it. Use of Siege Weapons such as Catapults or Siege Towers require enough men to haul and operate these devices. (Please discuss with a mod before use in a raid)

DEATH:  All deaths require a valid in-character reason.  Deaths can only happen after one hour of role-play and they require three full emotes; each emote must be a minimum of ten words each. Personal combat requires 30 minutes of rp with both sides acknowledging before zCS meter combat may commence.  If you are killed in Lara you will remain a ZCS Meter ghost form for a minimum of 24 hours. This will also give the infirmary rp opportunity. Suicide is discouraged in Lara and will result in a 7 day ban. Any character change resulting from death, or suicide MUST be approved first by the Sim Admin/Ubar.  Any slave classed as a runaway will remain classed as such UNLESS they have Sim Admin/Ubar approval for a character change BEFORE they return to Lara to role-play.  All death role-play should be saved to notecard in-case a Mod is called.  Death in Lara is NEVER permanent unless agreed by both sides before the role-play commences. 


Beast Laws 2025-11-22

~ Lara Beast Laws ~

Beast of a Gorean nature are welcome in Lara, but any animal you choose to play MUST be mentioned in the Gor books.

The following rules apply to anyone wishing to role-play as a Gorean animal in Lara:  

1) All Gorean beasts MUST wear the ZCSBeast Meter.

2) No shape shifting; if you come to the sim as a human you must wait at least one hour before returning as an animal, or vice versa.  

3) All animals must be BTB in appearance. Your animal avatar MUST be realistic; no pink dragons, flaming wings, etc. Keep them Gorean and natural looking.  No clothing; tamed animals may wear a collar.

4) Animals cannot speak, they can interact with other characters in role-play, but they cannot speak a language that humans would understand.  The only exception to this, is the intelligent spider people/swamp people who can speak with humans via translators.

5) Not all animals are classed as 'friendly'; if you role-play an animal classed as hostile you should be aware that aggressive behavior will probably result in you being downed and captured, possibly even killed.  The Warriors of Lara will protect their Home stone from any form of threat - human or animal.

6) When 'in-character' you must behave like an animal would, try to be realistic in your role-play.

7) Any animal can be killed, but no animals will be killed during a raid.  Animal kills are subject to the same rules as human kills.  There must be a valid in-character reason, thirty minutes of role-play and three full death emotes for the kill.

8) Animals are subject to the same raid rules as human avatars, this includes no jumping, no swimming, etc...


Black Caste Rules 2025-11-22

THE BLACK CASTE REGION LAWS

These laws were the result of heated debate on the now defunct Gorean Forum (www.gor-sl.com) with regard to the code of conduct for Assassins when entering a region while under contract. Many credited Assassins contributed to the discussion, along with several region owners, in an attempt to agree upon a universal set of laws that could be deployed globally across all regions in Second Life's Gor. These laws assume a Hunt Phase (detailing the meeting with the client and the events leading up to the kill attempt) and a Kill Phase (detailing the kill attempt itself). The Black Lodge fully endorses and promotes these laws.


THE LAWS

1. An Assassin is not required to seek in-character (IC) or out-of-character (OOC) permission from an Ubar or Administrator to hunt in the region. Region moderators will not require details of who the target is IC or OOC, and the target of the Assassin is not required to be informed IC or OOC, either. The Assassin must provide OOC evidence of their legitimacy (in the form of their training papers or Book) to the region moderators upon request.

2. An Assassin must include a full account of his planning, tracking, observation, and investigation during the Hunt Phase in his roleplay (RP) record (unless IC events preclude or restrict its use, which must be explained and justified in the RP record). The Hunt Phase must be completed before the Kill Phase.

3. Sanction for a Black Caste raid (as part of the Kill Phase) must appear as an IC scene in the RP record of the Hunt Phase, in which the Assassin approaches the Master Assassin of the region or (if absent) his own Master Assassin.

4. An Assassin must wear full black livery and be marked by the black dagger on his forehead at the start of the Kill Phase (unless IC events dictate otherwise, which must be explained and justified in the RP record). An Assassin so dressed and marked will not be held at the city gates and will not be unduly interfered with until they make an assassination attempt. The standard 30 minute RP rule and the 3 kill emotes rule do not apply. An Assassin can make an assassination attempt at any opportunity. Once the assassination attempt has been made, an Assassin can be attacked and waylaid as usual.

5. An Assassin that successfully reaches and departs from the designated teleport (TP) exit point after the kill attempt is deemed to have provisionally completed his Kill Phase. If the Assassin is captured or killed on his way to the exit, that does not automatically invalidate the Kill Phase, assuming everything else would have been otherwise valid. Once departed from the region, the Assassin must compile and be ready to produce a full RP record, from the point he took fee to the point where he departed the region, in order to prove the consistency of his RP to the satisfaction of the region moderators in case of any dispute in the Assassin's conduct or for validation purposes.

6. The Assassin (and his client) is not required to recognise any further IC interaction from the successfully killed target if the hunt is validated by region moderators.

Lara Tarn Rules 2025-11-22

Tarn Rules

    At least 5 defenders present to use a tarn.

    2 tarn per side (20/20 HP, no regenerating)

        --No ferrying (Only person on the tarn is the rider, NONE else)

        --Raiders must rez the tarn on the landing docks PRIOR to the raid beginning.

        --Defenders must rez the tarn at the tarn tower on the NW corner of sim.

        --Rider must IMMEDIATELY dismount & dismiss tarn once unconscious (BUBBLED).

        --Tarns may NOT be flown in areas not realistically accessible (ie main gate area or tunnels and buildings)

   Tarns CAN land:

        -Fields & docks OUTSIDE of the village.

        -Central square & main roads INSIDE of the village.

    No re-rezzing tarn, if dead or dismissed it is out of play.

     Tarns can carry a captive stolen from city towards the galleons and docks.

             IC Lara CITY LAWS

 The above rules are OOC rules that will be enforced by the Sim Admin and Mods.  The below rules are In Character rules that can be broken.  Any breaking of the rules below could and should have in-character repercussions.    

Before entering the City and engaging in role-play, please read through them thoroughly.  Ignorance is not an excuse and claiming you did not know something is illegal and then bitching about it to an Owner/Admin will result in Owner/Admin action.  If your character chooses to behave in a certain way then we expect you to accept the consequence and deal with any role-play that results as an adult.  If you are truly unhappy with the way role-play is progressing then try to speak with those involved and reach a compromise.  


~ Lara General Laws ~

These 'General Laws' are in character laws, any of these laws can be broken in role-play, but breaking them could and should have in character consequences. Breaking of these laws should be handled in character and NOT through a mod call.

1) "The Laws of a city extend no further than its walls" (Outlaw of Gor) For the most part, once you step outside the walls of your city, the city laws no longer apply and the city cannot protect you. But, many cities claim sovereignty over the lands surrounding their city. They may try to enforce their will upon the surrounding terrain. That is only as effective as the strength of the city. There are also exceptions for certain locations outside a city such as a banner keep. In that establishment, the laws of the governing city are in force.

2) Lara is ruled by Administrator / Assistant Administrator and High Council.  The High Council is composed of the heads of the five High Castes, the Head Merchant & the Head Slaver.

3) Theft of the Home stone is one of the most heinous crimes that exists on Gor, it is punishable by extreme torture followed by death in boiling oil.

4) It is illegal to take a map of Lara out of Lara.  It is also illegal for non-citizens to make maps of Lara.

5) Citizenship is a privilege and not a right.  You must actively apply for citizenship and continue to earn it throughout your life. 

6) Citizens can renounce their existing citizenship and acquire citizenship in Lara.  If they fail to file the correct papers and be accepted to the City they risk being classed as an outlaw and treated as such.

7) It is a crime to claim a Caste you do not belong to.  It is also a crime to practice any Caste work for a Caste you do not belong to.  This rule has some exceptions, for example; any person may sell a slave that they legally own.

8) All Caste changes must be done by either petition to the High Council, or through an audience with the Administrator / Assistant Administrator.  The head of the Caste you petition to join must also be willing to accept any applicant into said Caste.

9) It is a capital offense for a locksmith to make an unauthorized copy of a key.

10) Free Companionships last for a single year, if the contract is not renewed it will be automatically dissolved.  Free Companionship contracts will end early if either party is enslaved, or dies.

11) A person may have only 1 Free Companion at one time.

12) Anyone who enters the City of Lara with intent to cause grief, or harm to its citizens can be punished by impalement.

13) All outlaws are forbidden entrance to the City of Lara, unless they wish to apply for citizenship.  If outlaws are found within the City walls they could be subjected to impalement.  Panther girls and Talunas are considered outlaws.

14) Assassins, when bearing the mark of the black dagger on their forehead, are permitted entrance to the City without interference.

15) Members of the Castes of Players, Poets, Musicians and Singers may freely enter the City of Lara at any time.

16)   No Player, Musician, Poet, or Singer Caste member may be enslaved within the City walls of Lara. This does not mean they are immune from prosecution if they break City Laws. They can still be arrested, imprisoned, tortured and executed. 

17) Heralds, bearing a gold slash on the left temple of their helmet, or headgear, are immune from interference within the City of Lara. This is a form of diplomatic immunity.

18) In the City of Lara, Ambassadors possess the same diplomatic immunity as Heralds.

19) In Lara, thievery is illegal and harshly punished. First offense is punished by an ear notching. Penalties for subsequent offenses will vary. Thievery will and can happen though they live in lower city.

20)  Any Free Person is subject to potential enslavement. There are two basic legal states on Gor: Free, or slave. Unless you are legally owned, you are considered Free; even if you are a prisoner, captive, or outlaw. As a Free Person, you possess legal rights slaves do not possess.  According to Merchant Law, a person is considered to be a prisoner and not a slave, as long as they have not been branded, collared, or performed a gesture of submission. 

21) Warriors are bound by City Laws as well as the codes of their Caste.

*Couching:  Any free woman who couches with another's slave, or readies herself to couch with another's slave, becomes herself a slave, and the slave of the slave's master.

~ Procedure of Application of Civil Law ~

1) The City of Lara is ruled by the High Council, which consists of the Heads of Caste from each of the High Castes and the Head Merchant and Head Slaver. The Administrator / Assistant Administrator is responsible for the day to day operation of the City and answer to the High Council.

2) The Praetor / Magistrate decides how laws are applied and whether they have been broken.  Under authority of the High Council and at the direction of the Praetor / Magistrate, the Warrior Caste has the right to arrest and detain a Citizen of Lara or Visitor to Lara for breaches of the peace and illegal activity.

3) The Magistrate answers directly to the Administrator, but remains under the jurisdiction of the Chief Scribe.

     Under authority of the High Council, the Magistrate:

          Has the Investigator investigate reports of illegal activity,

          Weighs the evidence collected  (will it go to court, mediation or thrown out),

          Determines the level of culpability (during mediation / arbitration), and

          Passes sentence on those found guilty (after court trial, arbitration or mediation).

          A praetor or magistrate may issue arrest warrants and order guards to take a person into custody until such time as he or she can be put to trial.

4) Any Citizen or Resident may request to the Warrior Caste to make an arrest on their behalf.

5) Any Citizen or Resident of Lara may request an investigation of suspected illegal activity by lodging a Citizen's inquiry with the Praetor or Magistrate.

6) The lodging of false allegations against a Citizen of Lara in good standing is an offense and punishable by law. The lodging of false allegations against a Head of Caste is a more serious offense and punishable by law.

7) When lodging an allegation or making a complaint, evidence will be required:

     The testimony of two eyewitnesses or,

     ((A time-stamped notecard history.))

Hearsay will not be accepted.

8) Those who have the authority to conduct an official investigation are:

     The Warrior Caste under the direction of the Commander

     The Praetor / Magistrates and Investigators

     The Administrator

     The Medical Examiner or Head Physician as necessary

9) Repeat offenders of lower level violations may have higher-level penalties imposed.

10) Judicial decisions of the Magistrate may be appealed to the High Council for review by residents convicted by the Magistrate. There is no appeal for foreigners convicted by the Magistrate.

~ Lara Free Man Laws ~

These 'Free Man Laws' are in character laws, any of these laws can be broken in role-play, but breaking them could and should have in character consequences. Breaking of these laws should be handled in character and NOT through a mod call.

1) All Free Men of Lara MUST be registered with a Caste.  New citizens have a period of two hands to select a Caste and petition to join it either through that Caste's Head of Caste, or the Ubar and High Council.

2) Any Free Man who refuses to practice his Caste without the consent of the High Council, or Ubar is by definition an outlaw and subject to impalement.  Outlaws lose all connections to their Home stone and Caste.

3) During times of war, any Free Man wishing to assist in the defense of his Home Stone can register as a member of the Lara Auxiliary, they can then defend the walls during attack.  All Free Men not of the Red Caste, or members of the Auxiliary should refrain from assisting during raid situations.  ((This can throw off the raid count given to attackers.))

4) Leaving Lara and breaking the oath sworn to its Home stone is considered a serious crime.  The only exception is where pardon has been granted by the Ubar. Moving to a warring Home stone will be considered an act of treason and traitors will be captured and killed.

5) The 'Oath of Disownment' allows any Free Man to disown any relative; alive, or dead.  Once done, however, it cannot be reversed.

6) Crests, sigills and family emblems can be registered with the City Scribes and their future use will be legally protected and restricted.

7) If a Free Man cannot pay his debts then his daughters, or companion can be sold into slavery to satisfy his debtors.

8) Any Free Man who rapes another Free person of Lara will be arrested and held in jail until a trial can be held and punishment carried out.

9) Any Free Man who face strips a Free Woman of Lara will be arrested and held in jail until a trial can be held and punishment carried out.

10) Any Free Man who strikes, or assaults a Free Woman of Lara, without good cause, will be arrested and held in jail until a trial can be held and punishment carried out.

11) It is illegal to collar a Free Woman of your own Home stone unless they submit themselves willingly to you.  Any Free Man who force collars a Free Woman of Lara, be he of Lara or not, will be arrested and held in jail until a trial can be held and punishment carried out.

12) Free Men of Lara may fight and defend their Home and family using a sword, or any other weapon he deems fit.

Free Women

In keeping with the spirit of the books, the relationship between Free women and Free men is sometimes complicated. Here are a couple of guidelines to assist you in your roleplay with Free Women of Scimitar and also with visiting Free Women.

"It is not difficult, of course, to take insolence from a woman." (Mercenaries of Gor, p.7) 

A free woman is justified to be aloof, unapproachable, vain, petty, selfish, supercilious, or arrogant. She may also choose to be proud, haughty, insolent, and outspoken. She may certainly be deceitful. She is, after all, a free woman.

Free women in Lara are not required to wear veils.  Most can dress as women of the central or Northern climes and do not require Robes of Concealment, although they are required to cover themselves properly (No bare breasts, no bare thighs).  Free women of Lara are expected to behave according to the norms of a Free woman and slave-like or inappropriate behavior will be addressed and possibly prosecuted.

1. Free women may visit the tavern or the terrace of the tavern without invitation. A free woman will not stay at the tavern inn but instead visiting free women will stay at the free women inn near the bank.

2.  A Free Woman in the Tavern has no right to complain about the Tavern customers' behavior.

3. A Free woman of Lara may not be forcibly collared by a Free man of Lara unless she has been sentenced to slavery due to slavish behavior. 

4. The roleplay between free women and free men of Lara may be as contentious as both parties are willing to play. But keep in mind that, as with all other conflict RP, OOC congeniality must be maintained.

5.  If a Free Man cannot pay his debts then his daughters, or companion can be sold into slavery to satisfy his debtors.

6. Any Free Man who face strips a Free Woman of Lara will be arrested and held in jail until a trial can be held and punishment carried out.

7. Any Free Man who strikes, or assaults a Free Woman of Lara, without good cause, will be arrested and held in jail until a trial can be held and punishment carried out.

On the Practice of Couching

I. Authority of Initiation

Couching shall occur solely upon the explicit invitation of a Free Woman. Such invitation shall not, under any circumstance, be interpreted as submission, diminution of status, or forfeiture of rights, but rather as a sovereign exercise of her will. No Free Man shall presume access absent her clear and unambiguous consent.

II. Declaration of Interest

A Free Man may declare his interest in couching only in a manner that is respectful, discreet, and devoid of presumption. Any conduct constituting pressure, coercion, or public imposition shall be deemed an offense under city law.

III. Retention of Status

A Free Woman who engages in couching shall retain her full caste, name, privileges, and social standing. Such conduct shall not constitute grounds for censure, defamation, or diminishment within the city.

IV. Control of Duration and Terms

The Free Woman shall retain sole authority over the duration, frequency, and conditions of any couching arrangement. She may terminate such arrangement at any time, without obligation, explanation, or consequence.

V. Protection from Claim or Obligation

No Free Man shall assert ownership, companionship rights, or any continuing claim arising from couching. Any such assertion shall constitute an offense and be subject to penalty.

VI. Right of Discretion and Privacy

All couching arrangements shall be regarded as private matters. Disclosure by any party without the explicit consent of the Free Woman shall be punishable as slander, insult, or breach of conduct.

VII. Freedom of Expression Within Couching

A Free Woman who has extended invitation retains full liberty in the expression of her desires. Such expression, whether reserved or uninhibited, shall be recognized as her prerogative and pleasure. Under no circumstance shall it be construed as submission, nor shall any person characterize her as common or slave on such basis.

VIII. Couching with Slaves and Protection from Claim

A Free Woman may extend her favor to a slave only where the slave’s Owner has granted prior consent, whether by formal contract or standing license. Such use shall be understood as temporary and discretionary. No claim, debt, or offense shall arise therefrom. The Owner shall neither presume insult nor seek recompense, provided the slave is returned in sound and serviceable condition, without demonstrable loss of value.

IX. Law of Petition for Couching License

A Free Woman may, at her discretion, petition an Owner for a Couching License concerning the use of his slave. Such petition shall be deemed proper conduct and shall not diminish her standing nor invite reproach. Any Owner who takes offense, issues reproach, or casts judgment upon her for such petition shall be subject to penalty under city law.

This basically means that a Free Woman cannot have sex with a male slave she does not own. It does not prevent her from having sex with a slave she does own. It also means that she only has to prepare to have sex with someone else's slave to be in violation. Actual sex is not a requirement. Special seduction slaves are used by some owners to trap Free Women. Milo, from Magicians of Gor, is a prime example of a seduction slave. Tarl Cabot uses him to entrap Talena and enslave her by this law. The Couching Law exists in Ar and may have been adopted by other cities. There are other cities, like Vonda, that clearly do not have such a law because Free Women there may freely give their male slaves to a female guest.

On Freewomen and the Law


The role of free women in Gorean culture is frequently misunderstood.  On the one hand, Gor is a male dominated world, in which women possess their freedom at the sufferance of men.  Outside the cities, women can be enslaved for no cause at all.  As so many of the chat-room scrolls that fill up our libraries emphasize, women are wise not to be too aggressive or annoying when interacting with men outside those areas regulated by city law.  Outlaws, who owe no allegiance to a Home Stone and thus have no honorable commitment to the law of any city, can enslave a woman on a whim.


On the other hand, enslavement of women is closely regulated by the law of most cities.  Each city has its own customs and practices, codified into law.  In most cases, these customary laws share a broad cultural similarity, although with some regional variation.  Rarii and other Gorean men who have pledged their honor to a Home Stone have committed themselves to upholding the law of their city.  As such, they can not simply enslave a woman, even an arrogant or obnoxious woman, on their own initiative.  Rather, they must respect the laws of their city, and the rights that accrue to women under those laws.  


Put another way, the freedom of women depends on circumstances.  Within the jurisdiction of a city, the freedom of women is guaranteed by the Home Stone of the city and the law that derives from it.  Outside a city, women's freedom does indeed depend on the indulgence of men.  Thus, it is imperative that women know the laws of their city, and of those cities they visit.  Likewise, it is incumbent upon those men who swear allegiance to a Home Stone to know the law of their own city.  It is simply not the case that those Gorean men who commit to a Home Stone can arbitrarily enslave women within the jurisdiction of their city.  To do otherwise is to deny their own honor, and the honor of their city.

Merchant Law is the only universal law on Gor, it extends beyond the walls of the City and covers the whole of Gor.  These quotes have been included as a guideline.

“The fairs incidentally are governed by Merchant Law and supported by booth rents and taxes levied on the items exchanged. The commercial facilities of these fairs, from money changing to general banking, are the finest I know of on Gor, save those in Ar’s Street of Coins, and letters of credit are accepted and loans negotiated, though often at usurious rates, with what seems reckless indifference. Yet perhaps this is not so puzzling, for the Gorean cities will, within their own walls, enforce the Merchant Law when pertinent, even against their own citizens. ~ Lara Slave Laws ~


These 'Slave Laws' are in character laws, any of these laws can be broken in role-play, but breaking them could and should have in character consequences.  Breaking of these laws should be handled in character and NOT through a mod call.


1) Slaves are considered property, on the same level as animals.  A slaves owner may do anything they wish with them without fear of repercussion.  If you damage, or kill another person's slave then compensation must be paid.


2) Slaves may not own anything, not even a name.  They may use goods, but they do not own them.  Clothing, jewelry, etc... is the property of the slaves owner.


3) It is a capital offense for a slave to claim a Caste.


4) "Greetings" or "Tal" is considered an acceptable greeting for slaves.


5) Slaves are expected to show respect to the Free, this includes being released from service before wandering off.  If you leave without permission, talk back, misbehave, etc... then be ready to deal with the in character consequences of your in character actions.


6) This is Gor and ANY Free Person may discipline an insolent, or errant slave, even one who is in the least bit displeasing.  Profile limits stating that only your owner may punish you are considered un-Gorean and not acceptable in Lara.


7) If you wish to collar a slave to your personal collar then you must collar them OUTSIDE the City gates.  Any slave collared inside the City walls automatically becomes the property of the City Kennel.


8) Earth slaves do not have a Home Stone so there are no legalities that prevent their capture and enslavement. 


9) If a father cannot pay his debts, his daughter or son becomes a slave of the City. She or he will be put up for sale at public auction. The proceeds of his or her sale will be used to equitably satisfy any creditors. 


10) Any slave who has not had contact with their owner for more than two weeks is considered abandoned and will be sent to the City Kennel.  If the slave has been absent from his owner for more than two weeks, it is considered a runaway.  If you plan to be absent from the City for more than two weeks and own slaves then arrangement should be made for their care in your absence.


11) Capture rights pertain to all property, including slaves. A slave must fully serve anyone who possesses him or her, even a thief. If the slave runs away from the thief, he or she is considered to be a runaway.


12) Runaway slaves are punished harshly.  For the first offense, the penalty is commonly a severe beating. The penalty for a second offense is usually ham stringing. 


13) City Slaves are not permitted outside the City gates unless accompanied by a Slaver, or official of Lara.  Privately owned slaves must have their owner's permission to pass beyond the City gates unaccompanied.


14) According to Merchant Law, there are three standard marking places for female brands; on the left thigh, the right thigh, and the lower left abdomen.  Male slaves are often branded on their chest.  


15) Any Freed slave requires papers of manumission, or they may be enslaved again without repercussion. Slaves who have been branded, or had theirs ears pierced, who are later freed should keep their papers manumission papers handy at all times. 


16) It is illegal to sell a slave that you do not own without the owner's permission. The penalty varies according to the sex of the seller. For a man, it is exile, and for a woman, it is enslavement. 


17) It is illegal to sell an unbranded slave in a public sale. 


18) It is illegal to sell a slave as auburn haired if she not so. 


19) It is illegal to forge, or falsify pedigree papers on any slave. 


20) Slaves can only touch weapons when instructed to do so by a Free of Lara, or with the permission of their owner.


21) It is a capital offense for a slave to wield any weapon classed as the weapon of a Free Person, unless registered as a male fighting slave.  Slaves may only wield weapons classed as 'slave weapons' in the Lara Raid Laws.


22) Slaves are not permitted to hit the Free unless in defense of their City; any attempt to do harm to a Free Person outside of a combat situation is punishable by death.


23) Any slave claiming to be a 'poison slave' must be presented to the Physicians for testing.  Their mental stability must be assessed, and also their potential threat.  ALL 'poison slaves' must be registered with the Scribes before being allowed to serve within the City walls.  If necessary they will be muzzled.  Any 'poison slave' assessed as being dangerous, or potentially hazardous to Lara and its population will be put to death immediately.  


24) No Player, Musician, Poet, or member of the Singers Caste may be enslaved within the City of Lara.  They can still be arrested, imprisoned, tortured, or executed. They are simply immune from enslavement.


25) In any legal proceedings the testimony of slaves may only be taken by torture.  This rule is exercised solely at the discretion of the Lara Magistrates.


26) The property of anyone who becomes a slave themselves is transfered to the nearest male relative.  If no male relative exists then their property will pass to the City.  If the slave is later freed the property cannot be recovered.


27) If a slaves owner dies then ownership of the slave passes to the nearest male relative.  If no male relative exists then ownership passes to the City.


28) Slaves are NOT allowed to touch the Home Stone.


29) Slaves are NOT allowed in temples.


30) City slaves must be naked in Lara at all times.  Private slaves may be clothed or naked at the discretion of their owner.

Lara slave laws revised 7.9.25

Slaves are an important facet of daily life in Gor.  Not only do they perform numerous daily domestic tasks or jobs, 

but some are builders, crafters, artisans, and city planners. 


Some slaves are called upon to defend their home stone or their masters. Some of these slaves bleed or are killed taking up the sword.


In Lara, time, effort, care, and resources are spent on the education and training of all slaves and this should be remembered when dealing with any slave.


Concerning the branding of slaves:

Merchant law tells us that there are three standard marking places for female brands: on the left thigh, the right thigh, or the lower left abdomen.  

Male slaves are often branded on their chest.  

It is up to the discretion of the head slaver as to where brands are placed on city slaves, and up to the Master or Mistress as to where brands are placed on private slaves.

Slave profile limits stating that only your owner may punish you are considered un-Gorean and not acceptable in Lara.

It is a capital offense for a slave to wield any weapon classed as the weapon of a Free Person, unless registered as a male fighting slave.  Slaves may only wield weapons classed as 'slave weapons' in the Lara Raid Laws


21) Slaves are not permitted to hit the Free unless in defense of their City; any attempt to do harm to a Free Person outside of a combat situation is punishable by death.


22) Any slave claiming to be a 'poison slave' must be presented to the Physicians for testing.  Their mental stability must be assessed, and also their potential threat.  ALL 'poison slaves' must be registered with the Scribes before being allowed to serve within the City walls.  If necessary they will be muzzled.  Any 'poison slave' assessed as being dangerous, or potentially hazardous to Lara and its population will be put to death immediately.  


23) No Player, Musician, Poet, or member of the Singers Caste may be enslaved within the City of Lara.  They can still be arrested, imprisoned, tortured, or executed. They are simply immune from enslavement.


24) The property of anyone who becomes a slave themselves is transfered to the nearest male relative.  If no male relative exists then their property will pass to the City.  If the slave is later freed the property cannot be recovered


25) The testimony of a slave could be invaluable in any litigation.  If the slave refuses to cooperate in giving testimony, the Magistrate may order the slave to be tortured until evidential information is obtained for the trial.  This is 


26) If a slaves owner dies then ownership of the slave passes to the nearest male relative.  If no male relative exists then ownership passes to the City.


27) Slaves are NOT allowed to touch the Home Stone.


28) Slaves are NOT allowed in temples.


31) City slaves must remain naked in Lara at all times. Private slaves may be clothed at the discretion of their owners.

            Assassins in the City of Turia must be ‘approved’ 

           before they are allowed to hunt. You need to fulfill specific criteria before 

            you are considered ‘approved

            

            1. All Black Caste/Assassins avatars MUST be 90 days or older. 

                   

            2. All Black Caste/Assassins avatars MUST be human and male.

                    

            3. Black Caste/Assassins will ensure their roleplay is as BTB as possible.

                                                BEFORE THE HUNT

                                     ========✤✤✤✤✤========

                                    

            1. Before the ‘kill phase,’ Assassins must enter the City on THREE 

                or more separate occasions (separate days) to research their target.  

            

            2. They must have in-character knowledge of their target and have 

                documented roleplay of observing their mark, interacting with them, 

                etc. Tag reading, mini-mapping, radar, and profile information are all 

                invalid forms of information gathering.


            3. While gathering information, Assassins may use disguises, covers, etc., 

                to enter the City.

                

                                                      Contracts & Approval

                                                      

All assassination contracts must be based entirely on IC reasons. Before beginning any hunt, the Assassin must contact the local Master Assassin via IM and provide a complete, un-redacted copy of the contract. While Assassins do not reveal their client ICly, the client information will be treated as strictly OOC and confidential. If the Master Assassin is aware of potential OOC issues surrounding the contract, they will contact the Assassin immediately. Failure to obtain approval invalidates the hunt. Your first step, should always be to meet the Master Assassin IC, kills will be invalidated if you do not complete this step.


                                            Hunting Appearance & Disguises

                                            

Once approval is granted, the Assassin may choose to hunt in disguise or in caste black. The mark may be hidden during the hunting phase if the Assassin is disguised. Disguises must be logical, believable, and appropriate. Poor or unrealistic disguises may lead to IC consequences, which the Assassin is expected to accept.


                                                      Hunt Duration & Preparation

                                                      

                                                      

Death is a serious matter, even in Second Life, and every mark deserves meaningful roleplay. The Assassin must actively roleplay within the city for a minimum of three (3) real-life days, during which they must:


Interact with citizens to identify the mark IC and gather information (habits, family, guard routines, etc.)


Interact with the mark to confirm identity and observe behavior


Scout the city to plan both the kill and the escape route


                                                             Roleplay Standards

                                                             

Assassins must avoid metagaming, godmodding, and misinformation. Disguises may involve deception, but not false physical impossibilities (for example, pretending to be blind is acceptable; emoting burned-out eyes is not).

Violations may invalidate the kill. If an Assassin believes they are being metagamed or godmodded against, they should contact a moderator rather than escalating the situation publicly.


                                                                      The Kill

                                                                      

All kills must be realistic and true to the Black Caste. Gorean Assassins are professionals: they kill quickly, silently, efficiently, and leave without theatrics.


                                                                       Dress During the Kill

                                                                       

Normally, the Assassin will don the caste colors and visible mark during the kill. In special circumstances, a kill may be carried out while still disguised, but this must be cleared ICly with the local Master Assassin beforehand. Regardless of attire, the Assassin must reveal the mark on his forehead before drawing a weapon, allowing the mark a moment to recognize their fate. Killing in disguise without valid approval may invalidate the kill.


                                                                            Combat Methods

                                                                            

Kills may be metered, in which case the Assassin must post a detailed descriptive emote draw weapon and show the mark, prior to attacking. Other methods, such as dice or purely roleplayed kills, are allowed only by prior agreement with the mark. Assassins who do not use meters must clearly label their meter as “Non-Metered Combat” and accept the same combat treatment from city warriors.


IMPORTANT:

If a Warrior encounters the Assassin during the act of the assassination, the Warrior has full right to intervene, capture, or kill the Assassin.


                                                                    Escape

                                                                    

After the kill or kill attempt, the Assassin must immediately flee the city and exit via the designated landing point.

Teleporting out from any other location will invalidate the kill. Being captured or killed during the escape does not invalidate a successful kill.


                                                                 Validation & Logs

                                                                 

The Assassin must submit complete notecards of the hunt and kill to the local Master Assassin for validation.

Once validated, the contract is fulfilled. What happens to the mark afterward is no longer the Assassin’s concern.

If it becomes necessary to reveal the client’s identity to the mark, this will occur strictly OOC. Any IC retaliation against the Assassin or client is invalid unless new information is obtained through roleplay and properly logged.

Port Talis - Laws(12/29/25)

 The Laws of Port Talis 

((The laws were created based upon the explicit laws as described in the novels of Gor.))

The law is divided into sections:

Public Laws - Section A

Public laws dictate how public services were to be provided and how public functions should be conducted.  In our example we categorize caste law as a form of public law.

Public Laws - SECTION  A

1. Swearing of the Oath – CITIZENSHIP

Young men and women of the city, upon coming of age, participate in a ceremony involving the swearing of oaths and the sharing of bread, fire, and salt. Each participant holds and kisses the Home Stone of the city. Only then are the laurel wreath and mantle of citizenship conferred. This act grants full status as a CITIZEN.

1a. Residents

Residents are granted protections within the city equivalent to citizens, provided they are registered with the Caste of Scribes and their caste of belonging. However, they are not required to swear to the Home Stone and may not hold office, vote, or participate in civic decisions. In times of war or siege, residents must swear temporary allegiance to the Home Stone to retain their protected status.


2. Protection of the Home Stone

The defense of the city is primarily entrusted to the Red Caste. However, all men, regardless of caste, are obligated to defend the Home Stone, Free Women, Children, and the property of the city and its citizens from attack or theft.

Deadly force used in such defense is deemed acceptable by the High Council. Any man who employs such force is shielded from arrest and prosecution, provided he reports the incident within one day to the High Council. A tribunal may review the justification post-incident to ensure accountability.


3. False Claim of the Home Stone

To falsely claim a Home Stone as one’s own is a grave offense. This includes any verbal, written, or symbolic assertion of allegiance to a Home Stone not one’s own. Punishment is determined by a panel of three magistrates, guided by precedent. Intent and the degree of harm caused shall be considered in sentencing.


4. Treason

Treason is considered a serious offense and includes acts such as espionage, sabotage, aiding enemies, or undermining the authority of the Ubar.

•     Punishment for women: typically enslavement

•     Punishment for men: typically impalement or a sound beating

All charges must be reviewed by the High Council unless wartime conditions suspend this right. The High Magistrate has final authority in sentencing, which must align with precedent unless a written justification is provided.


5. Access to the City

Port Talis is a peaceful Ubarate and its gates are generally open.

Guards may conduct random checks and deny access if deemed necessary. All denials must be recorded with cause and reviewed weekly by the High Council. Citizens may appeal denied entry through a magistrate. Random checks shall be documented and reported monthly.


6. The High Council and The Ubar

Port Talis is governed by an Ubar. The Ubar convenes the High Council for counsel, but his word is final law.

In times of war, the High Council is dissolved and the Ubar assumes full authority.

•     The Ubar must declare the beginning and end of war in writing.

•     The High Council may petition for review after 60 days of continuous conflict.

•     The Ubar must reinstate the Council within 30 days of peace or face removal by Council vote.

In peacetime, the High Council votes by majority.


In some instances the High Council can choose to keep the Ubar in place even passed the 30 days of peace with a super majority vote. If a consensus is not met at a three-quarters majority the high council is reinstated and the Ubar steps down.  


7. Declaration of War

Only the Ubar may declare war, at his sole discretion. Such declarations must be made in writing and are subject to review as outlined in Section 6.


8. Ambassadors

Ambassadors represent the city and must comply with the directives of the Ubar and the High Council.

•     They may not speak or negotiate on behalf of the city without written authorization.

•     Ambassadors must be of the High Caste of Scribes and are appointed by the Ubar.

•     In case of conflict between the Ubar and Council, a neutral magistrate shall mediate.

•     All treaties or agreements negotiated by ambassadors require a two-thirds Council vote and the Ubar’s signature to be binding.


9. Alliances

Only Ambassadors appointed by the High Council or the Ubar may discuss alliances with other cities.

•     All alliances must be ratified by a two-thirds vote of the High Council and signed by the Ubar.

•     No other citizen may negotiate or promise alliances on behalf of Port Talis.


10. Head Slaver of the City

The Head Slaver is elected by majority vote of the High Council from among the Sub-Caste of Slavers.

•     They oversee the city kennels and slave commerce.

•     They report directly to the Ubar and the High Council.

•     Their authority is limited to their domain and does not extend to the High Merchant or other castes.

•     Any disputes involving caste jurisdiction shall be resolved by the High Council.


Let these laws be known and upheld by all who dwell within or seek the protection of Port Talis. May the Home Stone remain ever sacred.

Amendment:

Why: Prevents arbitrary exclusion and adds oversight.




6. Ubar’s Wartime Powers

Amendment: 

The Ubar must declare the beginning and end of war in writing, with the High Council retaining the right to petition for review after 60 days. Failure to reinstate the Council within 30 days of peace is grounds for removal.


Why: Prevents indefinite rule under the guise of war.




7. Ambassadors and Alliances

Amendment:

Ambassadors must receive written directives before negotiations. If the Ubar and Council disagree, a neutral magistrate shall mediate. All treaties must be ratified by a two-thirds Council vote and signed by the Ubar.


Why: Balances power and prevents unilateral diplomacy.



8. Head Slaver’s Authority

Amendment:  

The Head Slaver’s jurisdiction is limited to the management of city kennels and slave commerce. Any disputes involving caste authority shall be resolved by the High Council.


Why: Clarifies scope and prevents caste conflict.

These laws are issued by the Head Scribe of Port Talis. with the approval of the Ubar of Port Talis. Any law in the city of Port Talis so approved, will have with immediate effect. The Ubar shall only have the final word to dismiss the changes and keep the law unchanged, or allow the changes to be written into law.  


Punishments/Sentences

Punishments, and sentences will be decided by the Magistrates (or Praetors) for minor offenses and High Magistrate for higher offenses, and all court cases will be overseen by the High Magistrate. 


Due Process

----------------------------------------

The laws of the city of Port Talis are written to promote harmony and strength, they shall be enforced by the Prefects and Guardsmen of the city, or where such Guardsmen are unavailable, by the Warrior caste.  Those seeking relief under the law shall present evidence and allegations of criminal activity to a Prefect of the city.  Those accused of crimes shall have an arrest warrant issued that they may be presented before a Prefect of the city to answer such allegation.  All free men and women, charged with a crime, are entitled to a hearing before a Prefect and to present evidence of innocence.  Both the accuser and the accused may call upon the services of a single lawyer to assist them with their case.  All accused are considered innocent until proven guilty, the final determination being made by the Prefect assigned to the case.  


Praetor or Magistrates

Praetors are law enforcers who can handle minor crimes and may also issue arrest warrants for citizens/residents who have allegedly broken the law for further investigations as required. They belong to the caste of scribes.


Appeal

----------------------------------------

Decisions can be reviewed by the High Council.while the city has an Ubar.

When the city is under an Ubarate, the Ubar has the right to carry out, review and/or overturn any sentence if he so chooses, or the citizen requests a review. 


Detention

----------------------------------------

Once convicted the criminal is subjected to detention according to sentencing.

Those accused of crimes may be held by the Guardsmen at the discretion of the Prefect, Praetor, High Council or Ubar, pending the investigation of the facts of the case and the preparation of a trial.  Those so held shall not be held for a period longer than three hands without the express approval of the Ubar.


Autrefois Convict and Autrefois Acquit.

Once a sentence has been passed, citizens cannot be convicted of the same crime, unless the crime was committed again.


Convictions in Absentia

Any person summoned before a Prefect or the High Council who refuses may be brought bound by Guardsmen.  Any person who cannot be found by the Guardsmen may be tried and convicted in absentia.


Pardons

----------------------------------------

Pardons can only be granted by the Ubar.


Release

----------------------------------------

At the end of sentence or when pardon is granted, the person is released, having served the time given


Reduction of Sentence

----------------------------------------

The Ubar may upon his pleasure reduce any sentence passed by any Prefect or the Praetor.  Reduction of sentence does not absolve the convict of their crime. 


Perjury

----------------------------------------

It is a crime in the city of Port Talis to present false witness and testimony before a Prefect, the Ubar or the High Council.  Such cases are punishable by execution or banishment.


Jurisdiction

----------------------------------------

The City of Port Talis does not recognize the laws of other cities, nor does it authorize the the execution of arrest warrants or collection of debts of other cities unless said city has a written "extradition treaty" with Port Talis that has been agreed upon by city officials and the High Council. Cities with extradition treaties must notify local authorities before attempting to execute any warrant within the city or its territories.   


Executions

For those convicted of serious crimes, the city retains the punishment of execution, where the convict shall be hung by the entrance gates, that their shame be manifest to all those visiting the city and passing by.  Once so chained, the convicts shall remain there until they are pronounced dead by a Physician of the city. Their bodies shall then be discarded into the river that there shame be washed away from the city. Upon the discretion of the Prefect, the condemned may instead be impaled upon a stake until they are declared dead by a Physician of the city.

Executions are sentenced by the High Magistrate and can be carried out as:


- impalement

- hanging in iron collars


All execution sentences can be appealed.


Banishment

The Ubar alone reserves the right to banish any citizen found to have dishonored the Home Stone.  Banishment shall occur in the chamber of the High Council by the public refusal of bread, salt and fire.  The Cylinder of Knowledge shall maintain a permanent record of all such banished citizens.  Banished citizens shall be re-admitted to the city only if they are granted permission by the Ubar to partake in a new citizenship ceremony.


Work chains

Free men of the city convicted of crimes and sentences to imprisonment may, as the discretion of the Praetor, be sold to work chains for the period of their sentence.  Monies collected from the proprietors of work chains shall be deposited with the city treasury.  Work chains operating in the vicinity of the City of Port Talis are guaranteed neutrality provided they are not actively working on fortifications to the benefit of an enemy of the city.


Capture Rights

Port Talis does not applies capture rights. Any slave or free person (who is bound) and taken into the city will be held by the Warriors until a Slaver from the city Kennels can collect and process the slave/bound person.


Testimony of slaves

----------------------------------------

The testimony of slaves can be taken under torture and maybe used as valid evidence in court. As torturers from Turia are not readily available, any male citizen of Port Talis is able to torture a slave if a law scribe is in presence and has requested the slave be tortured for questioning.

•     1-d: Possessing or creating maps of the city without belonging to the Caste of Cartographers.

Penalty: Death, exile, or enslavement, at the discretion of the Magistrates.


Murder and Attempted Murder

No free may take the life of another free without lawful sentence or explicit authority.

•     Penalties: Execution, exile, or blood-price paid to the family of the slain.

•     Accused may plead innocence before a Prefect or claim Justifiable Homicide.

•     Defense of the Home Stone.

•     Slaying an agent of an enemy power when arrest is not feasible.

•     Refusal of Submission: A Warrior must accept the submission of a free woman or slay her.

•     Capture Rights: A man granted rights over a foreign woman may slay her if she refuses the collar.

•     Assassins: Those claiming the Caste of Assassins must prove their commission before the Praetor; if released, they must depart the city immediately.


Theft or Destruction of Property

•     Theft by a slave: Execution.

•     Theft by a free:

•     First offense: Ear notching.

•     Second offense (male): Right hand removed.

•     Third offense (male): Left hand and both feet removed.

•     Second offense (female): Enslavement.

•     Stolen property shall be seized and returned to rightful owner.


Rape

Forcing a free person into sexual acts against their will is forbidden.

•     Penalty: Execution or exile, at Prefect’s discretion.

•     Conviction requires testimony of witnesses or Physicians.


Slander and Defamation

•     False statements harming reputation or livelihood are crimes.

•     Penalty: Fines or imprisonment.

•     If truth is proven, the accuser shall suffer equal punishment.

•     Face Stripping: Removing the veil of a free woman without authority of her Companion or Magistrate.

•     Disregard of Safety: Disobeying lawful orders meant to protect free persons.

Accepting a Bribe

To accept coin, goods, or services in exchange for false testimony, neglect of duty, or unlawful influence is a betrayal of the Home Stone.

•     Penalty: Fines, imprisonment, enslavement, or death, at the discretion of the Magistrates.

•     Any citizen, resident, or official found guilty shall be stripped of honor and caste privileges.


Breaking & Entering

Forcing entry into the private holdings of another without lawful warrant or Magistrate’s order is forbidden.

•     Exception: Warriors may enter dwellings or shops in pursuit of criminals or when danger within is evident.

•     Penalty: Imprisonment, fines, or enslavement, as judged by the Prefect.


Resisting Arrest

Any who flee or refuse lawful apprehension after a warrant signed by the High Magistrate, or who disobey the command of a Warrior, shall be guilty of resisting arrest.

•     Penalty: Imprisonment, enslavement, or death, depending on severity and circumstance.

•     The authority of the Warrior is absolute in pursuit of justice.


Face Covering

No man may obscure his face within the walls of Port Talis, save those of the Clan of Torturers or those bearing a Physician’s note.

•     First offense: Verbal warning.

•     Second offense: Imprisonment or enslavement.

•     Persistent offenders may be exiled or executed.



Section II — Of the Enslavement of Free Persons

Enslavement of Free Women

A free woman who acts in a manner unbecoming of her station shall be enslaved.

Reasons include:

•     Slavish behavior in speech, dress, or demeanor.

•     Kneeling in the slave’s position or dancing as a slave.

•     Submission to a man or addressing him as “Master.”

•     Free Companionship contracts permitting enslavement.

•     Absence of manumission papers when branded or collared.

•     Couching another’s slave.

•     Public lust, drunkenness, nudity, or vagrancy.

•     Wearing earrings in public.

•     Dressing or performing as a slave outside of Kajuralia.

Penalty: Immediate collaring and sale from the public block.


Debt

If a man cannot pay his debts:

•     His property may be seized by Prefects.

•     If insufficient, his daughters and companion may be enslaved and sold.

•     He himself may be chained to labor until the debt is repaid.

•     Free women unable to meet obligations may be enslaved and sold, either publicly or directly to the creditor.


Foreign Free Women

Free women not citizens of Port Talis are not protected under its laws. They may be collared without repercussion.



Section III — Dispute Resolution and Challenges

Intra-Caste Disputes

Disputes within a Caste shall be judged by the Head of Caste.

•     Rulings may be recorded in the Cylinder of Knowledge.

•     All parties must abide by the decision.

Inter-Caste Disputes

Disputes between Castes shall be resolved by their respective Heads.

•     If resolution fails, a challenge may be issued.

Challenges

•     The challenger must declare the challenge publicly.

•     The challenged man chooses the mode of combat and time.

•     He may appoint a champion if unskilled in the arts of the Red Caste.

•     The dispute ends when mercy is demanded or death occurs.

•     The victor has no claim to the estate of the vanquished.

•     If the vanquished dies, his estate is distributed according to inheritance law.

1.1a Port Talis respects all local customs from other Gorean lands. The local customs such as Pani, Tuchuk, are tolerated for visitors and those citizens of low caste. High Caste Citizens of other cultures must adapt to Southern customs.



1.1b FREE MEN


Free men of Gor have complete freedom to portray themselves in all ways they see fit that do not break any law. However, these buildings cannot be accessed without a shirt and/or kilts/pants on:


- Castes buildings

- Administration

- Temple


Access can be denied by any caste member to the above listed buildings when and only when the above law is broken.

If a free man is found inside the building inappropriately dressed, he will be asked to leave and return clothed or escorted out.



1.2 FREE WOMEN


a. High Caste Free Women: EXPECTED to wear Robe of Concealment which includes Head cover (optional), veils, gloves (optional) and covered toes.


You might be asked to comply by prominent figures. (warriors, heads of your caste). If you do not comply, you may be fined and brought before the Head of your Caste, Ubar, or Magistrate. 

Refusal to be brought before the Head of your Caste, Ubar, or Magistrate will lead to an immediate arrest by a warrior of Port Talis. 


a1. High Caste Free Women must wear their hair up regardless of culture.

 

b. Low Caste free women: Are not required to wear a veil.

2. Of Family Laws


2.1. Paternal Authority.


2.1.1.  The city of Port Talis respects the role of the father to manage his family as he sees fit and shall limit its interests in such matters.  


2.2.  Inheritance.


2.2.1.  Upon the death or enslavement of a man of Port Talis, his assets and estate shall be transferred in equal parts, to all his children.  If no such offspring can be found, the estate shall instead be transferred to the nearest living relative by blood.  If no such relative can be found, the assets shall instead be transferred to his companion.  If no companion exists, then said assets shall instead be transferred to the High Council of the city.


    Free women who die or are enslaved shall have their assets transferred to her children. If no offsprings are present, the assets are to be transferred to the nearest male relative by blood.  Protectors may not inherit from their protectorates.  In the event that no male relative can be located, a woman’s assets shall instead be transferred to the High Council of the city.


  For both free men and women, the city shall make efforts to locate heirs of the deceased for a period of not less than four hands before such assets can be transferred to the city.  If any free of Port Talis wishes his estate to be divided otherwise he may deposit an official will prepared and sealed by a Scribe and deposited at the Cylinder of Knowledge.  Alternatively he may choose three witnesses to his will, who must be free citizens of Port Talis.  Such witnesses are expected to come forth before a Prefect of the city upon the man’s death or enslavement and recite the will they witnessed as well as the date the will was made.


2.3.    Companionship.


2.3.1.    Contract of Free Companionship


2.3.1.1.    The city of Port Talis recognizes the institute of Free Companionship between one man and one woman only.  Although travelers speak of some cities having sanctioned same gender companionships, they are not recognized in the city of Port Talis.  Visitors to the city wishing their companions to enjoy the rights of companionship within the walls of the city of Port Talis may deposit proof of companionship with our Cylinder of Knowledge.  Those visitors from regions where multiple companions are permitted may only deposit proof of one companionship.  The father of the woman to be companioned, or one protector of record, must consent to the companionship for it be considered legal.


2.3.2.    Rights of Companions


2.3.2.1.    Free Companions are protected by law, but the authority of the man over his companion is recognized and upheld.  A Free Companion may act as proxy for her male companion if he is unavailable, including sitting on the council and voting on his behalf.  Written authorization must be obtained and be on record with the Cylinder of Knowledge for such authority to be transferred.

2.3.3.    Bride Price


2.3.3.1.    The Bride Price is paid by the man to the father or principle protector of record of the woman he is taking as his companion.  Such amounts shall be mutually agreed by both parties.


2.3.2.    Renewal


2.3.2.1.    Free Companionships must be renewed in the presence of a Scribe annually.  The Scribe will sign a renewal form, a copy of which must be placed with the Cylinder of Knowledge.  Failure to renew the companionship results in its dissolution.


2.3.5.    Termination


2.3.5.1.    The companionship terminates if either partner dies or is enslaved, or if the companionship is not renewed upon its anniversary.  Companions who renew their pledges of companionship outside of the walls of the city of Port Talis should obtain an official certification of the ceremony by the local authority where the renewal takes place and have a copy deposited with the Cylinder of Knowledge in the city of Port Victoria for the city to recognize the continuation of the companionship.  Companions may also petition the Ubar to dissolve their companionship if they can cite evidence of why said companionship should be dissolved.


2.3.6.    Division of Assets


2.3.6.1.    In the event that the companionship terminates, both companions are entitled to those assets and monies they brought into the companionship and those which they purchased for themselves.  Additional assets and estates purchased during the companionship for which clear title is not discernable by law are the property of the man.  If the companionship is terminated due to death or enslavement of the man, the estate of the man shall be transferred according to Port Talis law on inheritance.  


2.4.    Children


2.4.1.    Status


2.4.1.1.    A child's status as slave or free is determined by the status of the mother at the time of birth.  The children of slaves are themselves slaves and the property of the mother's owner.  A child of a free woman is a free child, subject to the law of its father.


2.4.2.    Protection


2.2.2.1.    No child in the city of Port Talis be they free or slave, shall be subject to sexual practices by any person.  Any man, slave or free, who engages with sex with a pre-pubescent shall be castrated and sold to Tahari traders for use as a eunuch.  In the event that any man is charged with such an offense, a Physician shall be called to determine the age of the alleged child.  In those cases where the alleged minor cannot be presented for inspection, public records may be consulted to determine the alleged minor's age.


2.4.3.    Birth Out of Companionship


2.4.3.1.    Children born to free women who have allowed their companionships to lapse by a failure to renew, and have not pledged new companionships, shall be subject to their former companion and said child be presented to him, that the child may be raised properly as his son or daughter.


2.4.2.    Adoption


2.2.2.1.    Free men of the city may petition the High Council to adopt an orphan or illegitimate child as their son or daughter.  The High Council shall consider such requests and if granted, the child shall be henceforth considered the child of the adopter.  Said child will be accepted into the caste of the father and shall be expected to practice said caste when the child reaches puberty.  Said child may also share in the inheritance of the father and his companion upon their death or enslavement.


2.4.5.    Disowning.


2.4.5.1.    Any free man may disown any child by publicly stating in the Council Chambers before the High Council of city.  A further Certification of Disownership shall be filed with the Cylinder of Knowledge for public record.  Upon disowning a son or daughter, said father relinquishes all rights and responsibilities to the former dependent.  Disowned children remain member of their caste.  Disowned children no longer may lay claim upon the estate of the father or mother upon the death or enslavement of the former parent.  Disowned daughters become protectorates of the Ubar unless a protector of record is registered with the caste of scribes.


2.5.    Changing Names


2.5.1.    Any free person may petition the High Council to change their name from the one given to them by their father.  Such petitions should be written down by a Scribe and presented before the council.  If the High Council grants such a request a record will be made with the Cylinder of Knowledge.  All properties and obligations will be carried forward to the new name.


2.6.    Free Women


2.6.1.    Rights


2.6.1.1.    Free Women of Port Talis are those women of city who have reached puberty and have sworn allegiance to the Home Stone in an official ceremony of citizenship.  The Free Women of Port Talis are entitled to the protection of the Home Stone and the walls of the city.  Free Women may own property and manage their businesses.  Free Women may speak their minds on whatever topic they choose.  Free Women are free to move about the public space of the cities without a male escort.

The same rights apply to RESIDENT free women of the city.


2.6.2.    Access to Taverns and Brothels


2.6.2.1.    Free Women may not enter a Tavern or Brother Punishments include: stripping down to the veil and transportation back to her domicile in chains, enslavement.


2.6.3.    Obedience to Fathers, Companions, Protectors


2.6.3.1.    Free women who are not companioned are expected to obey their father’s instruction.  Those free women whose fathers have moved on to the cities of dust, or for whom their whereabouts is unknown, may petition another free man of the city to be their protector of record.  Said protector, or protectors, may fulfill the role of father for the free woman, including being responsible for her behavior in public, setting her bride price and giving permission for her to companion.  A free woman is not expected to adopt the caste of her protector if it differs from her own.  A free woman may list multiple protectors, records of which should be deposited with the caste of Scribes.  Those free women who refuse or are unable to obtain protection from a free man will be considered protectorates of the Ubar.  In these cases the Ubar will fulfill the role of father or protector for the free woman where such permission is needed.  In the event that the Ubar of the city is a woman, such roles of protection shall be borne by the highest ranking male member of the High Council.  Protectorates are not mandatory. A free woman without companion or male relatives may choose to self-administer, knowing well what that might imply for her safety.


2.6.4.    Assault


2.6.4.1.    The striking a free woman by a man is a crime in the city of Port Talis punishable by fines.  Repeated offenses will lead to imprisonment.  The striking a free woman by another free woman is punishable by a fine set forth by a Prefect of the City.


2.6.5.    Face Stripping


2.6.5.1.    Within the city walls, a free woman shall not be forcibly face stripped without the order of a Prefect.  Those found guilty of such a crime shall be subject to fines and imprisonment.


2.6.6.    Submission


2.6.6.1.    Within the city walls, a free woman may offer herself in submission to a man who then has the opportunity to accept said submission and collar the woman, making her a slave, or refuse.  If the act submission is refused the free woman may continue to live as a free, enjoying all the rights and freedoms of the free woman.  A free woman submitting herself before a free man grants the free man the ability to collar her without the order of a Prefect.  The free man should obtain witnesses to the submission that he might rightfully obtain papers from the Cylinder of Knowledge proving his ownership.  The right of submission is suspended once an arrest warrant is issued for a free woman.  From the moment the arrest warrant bears an official seal, the named free woman shall only have the right of submission to a Prefect of the city.  Any man who accepts the submission of a woman for whom an arrest warrant has been issued is subject to the charge of theft, since said woman, once enslaved may only be considered the property of the city of Port Talis.  The Prefect may grant leniency in such cases if he believes that the man was unaware of the outstanding warrant.


2.6.7.    Life Debt


2.6.7.1.    Any free woman NOT of Port Talis, whose life is saved by a free man of Port Talis, who is not a relative of the free woman, by blood or companionship, may be claimed as a slave by said free man if he wishes her.  Free men asserting such claims must present the woman and such evidence as exists pertaining to her rescue before a Prefect of the city.  If such evidence is found to support the claim the woman shall be sent for branding and collaring and papers issued to the free man confirming the woman as his property.  Should the evidence be found not to support the claim of rescue the woman shall be released and escorted back to her domicile by Guardsmen.



Merchant Laws

The only laws that are universal throughout Gor.

📜 The Merchant Codex of Port Talis

By the will of the Home Stone, under the authority of the High Council, and in accordance with the Merchant Laws of the Sardar Fairs…


I. Authority of the Caste of Merchants

•     The Caste of Merchants shall preside over all matters of trade, coin, and commerce.

•     The Head of Caste, with approval of the High Council, shall establish the standard weights for all coinage stamped with the seal of Port Talis.

•     Port Talis recognizes and adheres to the Merchant Laws of the Sardar Fairs, binding its trade to the greater Gorean order.

•     Disputes in Merchant Law shall be judged by Scribe Magistrates, under exemptions granted by the Sardar agreements.


II. Acts Against Merchant Law

Punishments shall be decreed by the Scribe Magistrates, in accordance with Gorean severity.

A. Trade (Fraud)

•     Scales failing calibration (tested four times yearly).

•     Use of deceptive Foot or Stone.

•     Alteration of coin weights (shaving, clipping).

•     Falsification of pedigree papers on slaves.

•     Falsification of bills of sale.

•     Operating a business without registration with the Caste of Merchants.

B. Property (Theft)

•     Failure to pay debts.

•     Sale of stolen goods.

C. Slaves

•     Public sale of unbranded slaves.

•     Failure to register slaves according to Port Talis law.

•     Failure of an owner to ensure slaves wear visible tokens of bondage.


III. Taxes

•     All residents and citizens shall pay taxes.

•     Tax on goods, services, and merchandise: ¼ that of Ar.

•     Tax on rental and real estate: 5%.

•     The Harbor Master shall levy a 1% tax on all imports and exports.


IV. Weights and Measures

•     The Caste of Merchants shall maintain a single reference weight and stone, calibrated at the Sardar Fairs.

•     Merchants must calibrate their measures annually.

•     Any deviation greater than 15% constitutes fraud.


V. Work Chains

•     Work Chains may be inspected by Prefects and Guardsmen to ensure no free men are held unlawfully.


VI. Slaves

6.1 — Protection

•     Adult slaves hold no protection under Port Talis law.

•     Owners possess absolute rights, including the right to kill displeasing slaves.

6.2 — Child Slaves

•     Slaves not yet of puberty are granted limited protections consistent with their legal status as children.

6.3 — Dismissal of Past Offenses

•     Once enslaved, debts and past crimes are erased.

6.4 — Allocation of Assets

•     Assets of the newly enslaved are discharged according to inheritance law.

•     Freed slaves may not reclaim former property.

6.5 — Sale

•     Only the owner of record may sell a slave.

•     Free Companions may not sell slaves purchased by their men.

6.6 — Theft

•     Stolen slaves become property of the thief after two weeks if unrecovered.

•     Runaway slaves seized by Guardsmen are returned to the thief as property.

6.7 — Runaways

•     First offense: whipping.

•     Second offense: hamstringing.

•     Free persons must apprehend runaway slaves and deliver them to Guardsmen.

•     Foreign runaways may be taken to kennels; compensation or right of first offer may be requested.

6.8 — Transportation

•     Slaves may not leave the city unescorted.

•     Attempting to leave with another man’s slave is theft.

6.9 — Legal Documents

•     Slaves may not touch legal documents unless sealed and authorized.

6.10 — Testimony

•     Slave testimony is taken under torture and considered less reliable than that of a free.

6.11 — Weapons

•     Slaves may not touch weapons of attack.

•     Fighting slaves may use whips and short knives in practice only.

6.12 — Collars

•     Female adult slaves must wear locked collars in public.

•     Unauthorized removal is punishable by fines and imprisonment.

6.13 — Impersonation

•     Slaves may not impersonate free persons except in plays, with visible tokens of bondage.

•     First offense: whipping.

•     Second offense: hamstringing.

6.14 — Papers

•     Ownership papers must be deposited with Scribes.

•     Travelers must present papers for authentication.

•     Slaves with disputed ownership are seized until resolved.

6.15 — Pedigree

•     Forging pedigree papers is punishable by imprisonment.

6.16 — Offspring

•     Children of female slaves are property of the mother’s owner.

6.17 — Branding

•     All slaves must be branded.

•     Absence of brand is punishable by fines and seizure.

•     Preferred brand location: high on the left thigh.

6.18 — Authenticity

•     Selling slaves under false description (e.g., hair color) is punishable by fines and seizure.

6.19 — Striking a Free

•     Female slaves striking a free: tortured and executed.

•     Male slaves may strike only in bodyguard duty; otherwise executed.

6.20 — Abandoned Slaves

•     Un-collared or abandoned slaves become property of the city.

6.21 — Rescuing

•     Slaves taken in conquest belong temporarily to the warrior who seized them, but must be turned over for processing.

•     Former free women of Port Victoria remain slaves, as a mark of shame upon their city.

6.22 — Manumission

•     Owners freeing slaves must file manumission papers with Scribes.

•     Freed slaves have 20 ahn exemption from collaring to secure attire and remove collars.

•     Former slaves must carry manumission papers at all times.

•     Branded women without papers shall be re-enslaved and sold.

📜 The Castes Codex of Port Talis

By the will of the Home Stone, under the decree of the Ubar, and with the authority of the High Council…


I. Head of Caste

•     The Head of Caste shall maintain the standards of their caste within the city.

•     Appointment shall be made by the Ubar, serving at the discretion of the High Council.

•     Tenure continues until resignation, dismissal by majority vote of the High Council, or decree of the Ubar.


II. Caste Entitlement

•     Castes are strict; Heads of Castes may exercise control over admission.

•     Children shall be of the caste of their father.

•     Male children, upon adolescence, are expected to practice their caste after apprenticeship.

•     Free Companions may elect to change caste registration to that of their male companion.

•     Any person enslaved loses caste protection, rights, and entitlement.


III. Caste Duties

•     Members of each caste are expected to perform functions that support the city.

•     Any Gorean who refuses to practice their livelihood or alters caste without consent of the Ubar shall be stripped of caste and declared outlaw.

•     Outlaws are subject to execution at the discretion of the Magistrate.

•     Women are not required to practice their caste if they choose not to do so.


IV. Caste Change

•     Individuals with proven aptitude outside their caste may petition for change.

•     Permission must be obtained from the Ubar, the Head of the current caste, and the Head of the desired caste.

•     A sponsor from the desired caste must speak for the petitioner before the Head of Caste.

•     No man or woman shall be admitted to any caste without express consent of the Head of Caste.


V. Caste Expulsion

•     Individuals failing to practice their caste, failing to meet standards, or bringing dishonor may be expelled.

•     Expulsion is requested by the Head of Caste.


B1 — The Caste of Initiates

•     Representation: Guaranteed one voting seat on the High Council, filled by nomination of the Initiates.

•     Law: May maintain their own courts and laws, subject to High Council approval. They have no access to Guardsmen, Magistrates, or Scribe records.

•     Pilgrimage: All free citizens must attend the Sardar Fair before their twenty-fifth birthday to pay homage to the Priest Kings. Records are kept by the Initiates. Failure results in banishment for men and enslavement for women.

•     Temple Access: All free may enter the temple to pay homage. Slaves may not enter and must be chained outside.

•     Authorized Slaves: Only eunuchs owned by the Initiates may serve within the temple.


B2 — The Caste of Scribes

•     Representation: Guaranteed one voting seat on the High Council.

•     Sub-Branches: Determined by the High Scribes and recorded.

•     Praetor (High Magistrate): All Prefects report to the Praetor, appointed by the High Scribe. The Praetor may override rulings, commute sentences, or impose harsher ones.

•     Prefects (Magistrates): Drawn from the Caste of Scribes, appointed by the Praetor. They issue warrants, hear complaints, examine evidence, and deliver rulings. Prefects may enforce warrants outside the city walls.

•     Legal Documents: Deemed valid once bearing the seal of the city or a city scribe.

•     Time Recording: Official records use the calendar of Ar.

•     Maps: Kept only by authorized Scribes and Warriors. Unauthorized possession is treason.

•     False Papers: Fraudulent documents are seized and destroyed. Bearers are charged with fraud, theft, or treason depending on purpose.


B3 — The Caste of Physicians

•     Representation: Guaranteed one voting seat on the High Council.

•     Sub-Branches: Determined by the High Physicians and recorded.

•     False Papers: Fraudulent documents are seized and destroyed. Bearers are charged with fraud, theft, or treason depending on purpose.


B4 — The Caste of Builders

•     Representation: Guaranteed one voting seat on the High Council.

•     Construction: Only free citizens may build or maintain city walls and cylinders. Such work is a privilege unworthy of slaves.

•     Interference: Free men interfering with infrastructure to aid enemies or disrupt the city are subject to execution. Free women so found shall be enslaved. Interference includes poisoning wells or grain stores.


B5 — The Caste of Warriors

•     The roles of Warriors are governed by the Codes.

•     Representation: Guaranteed one voting seat on the High Council.

b5.2 — Deputization

•     Warriors of the Red Caste may deputize men of other castes during times of conflict.

•     No official declaration of war, hostilities, or state of emergency is required for such deputization.

•     Once deputized, the non-warrior may be armed and assigned duties consistent with the rank of apprentice warrior.

•     Deputization lapses when the immediate danger has passed, or when a Warrior of Captain rank or higher absolves the non-warrior of his duties.


b5.3 — Companions of Warriors

•     Free Companions of Warriors may petition to change caste to that of the Red Caste.

•     If accepted by the Head of the Warrior Caste, the woman shall be considered of the Red Caste.

•     Such women may not wield weapons in battle, attend warrior training, nor present themselves as Warriors.


B6 — The Low Castes

b6.1 — Representation on the Council

•     The Low Castes shall be represented on the High Council by a single non-voting representative.

•     This representative shall voice the concerns and opinions of the lower castes of the city.

•     Appointment shall be made by the Ubar, and tenure continues until resignation or dismissal.


b6.2 — The Caste of Metalworkers

•     To copy a key, a Metalworker must first obtain permission from the legal owner.

•     Permission may also be granted by the Low Castes’ council representative, the Praetor, the High Council, or the Ubar.

•     Any Metalworker found to have copied a key without such permission shall be punished by execution.


b6.3 — The Caste of Assassins

•     Assassins entering the city on caste business must present themselves in caste colors and wear the dagger symbol upon their foreheads.

•     Assassins attempting to enter in disguise shall be arrested and executed.

•     All assassins hunting within Port Talis must seek the consent of the Head of the Black Caste, who is represented in the city.


b6.4 — Street Performances

•     Companies or individuals wishing to perform music, plays, or entertainment in the streets must obtain a license from the Ubar’s office.

•     Performing without such license is a criminal offense, punishable by fines and imprisonment.

•     The Ubar’s office may demand payment before issuing a license.

•     Licenses may not exceed four weeks in duration; longer performances require renewal through the Administration office.

C.1 — Declaration of Outlaws

•     Any Free found within the city walls who bears no caste shall be declared Outlaw.

•     This law applies equally to men and women.

•     Those unable to show evidence of caste shall be arrested by Guardsmen and held until verification.


C.2 — Punishments

•     Men found to be Outlaws shall be executed.

•     Women found to be Outlaws shall be enslaved and sold from the public block.

•     Peasants shall not be considered Outlaws, for their caste is recognized.


C.3 — Pirates

•     Those calling themselves Pirates shall be deemed no different than Outlaws.

•     Pirates shall be subject to the same penalties as Outlaws.


C.4 — Thieves

•     The City of Port Talis does not recognize a caste of thieves.

•     Any who claim such a caste shall be deemed Outlaws and tried as such.


C.5 — Panthers and Talunas

•     Panthers and Talunas shall be treated as Outlaws under the law of the city.

•     They shall be subject to arrest, execution, or enslavement according to their sex and standing.

Section D — Kurii

Law: Kill on sight.

Reason (based on the Gorean series):

•     The Kurii are alien predators, enemies of the Priest-Kings, and sworn foes of all civilized Gorean cities.

•     They are known for their savagery, immense strength, and desire to dominate Gor through conquest and destruction.

•     To permit a Kur to live within the walls of Port Talis would endanger the Home Stone itself.

•     Thus, by Gorean custom and necessity, Kurii are slain immediately upon discovery, without trial or delay.


Section E — Mambas

Law: Kill on sight.

Reason (based on the Gorean series):

•     The Mambas are jungle tribesmen of Schendi, feared for their cannibalistic practices and ferocity.

•     They are considered dangerous outsiders, hostile to Gorean civilization and contemptuous of the laws of the cities.

•     Their presence within Port Talis would bring dishonor and peril, as they are known to prey upon strangers and revel in bloodshed.

•     Therefore, the law decrees that Mambas be slain upon sight, preserving the safety and dignity of the city.


Section F — Panthers and Talunas

Law: Capture on sight.

•     Thus, the law commands capture rather than execution, for their fate is to be reclaimed into bondage, serving as a reminder of the supremacy of Gorean order.
